A modern bumper is a cover over an absorber, a reinforcement bar, brackets and frequently a set of sensors. The cover is the cheap part.
Plastic covers can often be repaired rather than replaced. Whether that is the right call depends on where the damage is, how the panel is mounted, and what is behind it.
Low-speed impacts routinely damage the absorber and the mounts while leaving the cover looking almost fine. Replacing only what shows is how a car ends up with a bumper that sits half an inch out.
If the car has parking sensors or a camera in the affected area, those have to work afterwards.
If it has been hit and it also needs mechanical work, it does not need to go anywhere else.
